The error message that you are getting is referring to an option that has been selected at stage 6 of the Frooition listing process (eBay: Pricing & Shipping).
The option is located in the 'Shipping rate tables' section and is the 'Apply domestic postage rate table' field.
When this option is selected eBay will apply a domestic postage rate table to the listing. This table is created in your eBay account. Since no table has been created you will get an error message explaining that one should be created.
In order to remove the error message, you can either create a rates table inside of your eBay account or simply deselect the 'Apply domestic postage rate table' option.
